99 Problems: What Four Years of Grand Parkway Construction Means for Katy

Let’s talk about 99. If you live anywhere in Katy that touches the Grand Parkway, and honestly, who doesn’t, you have probably noticed the orange cones multiplying like rabbits. Well, I have news for you, sweet friends. They are not visiting. They are moving in, and they signed a four year lease.

Before anyone panics, take a breath and pour something cold. I read through the TxDOT plans and the county announcements so you don’t have to, and most of what’s coming is actually good news wearing a safety vest. Here are the 7 things every Katy driver, homeowner, and future homeowner needs to know about our stretch of 99.

1. They are adding a third lane in each direction, and yes, it has already started

TxDOT is widening the roughly 15 miles of the Grand Parkway between I-10 and 290 from two main lanes each way to three. The price tag is $157 million, the work is expected to take about four years, and the target finish is around the end of 2030. And no, this is not a someday project. Crews are already out there, and if you’ve crawled through the stretch between I-10 and Morton Road at rush hour lately, you know exactly what I mean. It is a nightmare, and I say that with love. Yes, 2030. The kindergartners who just started school this month will be in fourth grade when the last cone gets picked up. Pace yourselves.

2. Your tolls are not going up to pay for it

I know that was your first question, because it was mine too. TxDOT has said the project is funded through toll revenue that has already been collected and allocated. In other words, you have already paid for this road, possibly several times over if your commute looks anything like mine, and for once that works in your favor.

3. Nobody is losing a home, but the speedway crowd is losing their median

First, the reassurance: everything happens inside the right of way TxDOT already owns. No houses bulldozed, no businesses relocated, no drama. The new lanes go in the existing median, and the flimsy cable barrier down the middle gets replaced with solid concrete. And that brings me to the part we all mutter about in the school pickup line. We know 99 has turned into a speedway, and the numbers are as ugly as the driving. In Harris County alone there were around 2,280 crashes on the Grand Parkway in 2024, with nine people killed, the deadliest year on this road in five years. It got bad enough that sheriff’s offices from five counties teamed up with DPS in late 2024 on a task force targeting the speeding and racing. So a concrete median that keeps an out-of-control car from sailing into oncoming traffic, a third lane to spread everyone out, and more patrols? None of it fixes everything, but on this road, every single piece matters.

4. Cinco Ranch is finally getting real frontage roads

This is the one I’m most excited about. Fort Bend County secured $58.6 million to build nearly 10 miles of new frontage roads along 99 in the Cinco Ranch area: southbound from Bay Hill to Cinco Ranch Boulevard, northbound from South Fry to Westheimer Parkway, and southbound from Westheimer Parkway to South Fry. The first stretch has been underway since spring, the rest kicks off late this year, and the target is to have it all done by the end of 2028. There’s also a separate $37.6 million frontage road widening between Westheimer Parkway and Bay Hill that could break ground before the year is out. Our feeders are getting feeders, y’all.

5. A toll free route through Katy is coming

Here’s the part to write down. Once those frontage roads all connect, you will be able to drive the feeder from the Westpark Tollway all the way up past I-10 without ever getting on the toll road. A completely free north-south route through the west side. Your toll tag can finally take a day off.

6. Sound walls are going up, and yes Grand Lakes, yours is on the list

If your backyard hears 99 before you see it, this one is for you, because noise is the complaint officials say they hear about most on this road. On the Fort Bend side, the widening between I-10 and FM 1093 includes 14 sound walls in the plans, and one of them sits right between Grand Lakes and the parkway near Fry Road. So if you’ve watched a wall rising over there and wondered if it was for you, it is. The new Cinco Ranch frontage road projects have sound walls written into their scope as well, and on the north stretch toward 290, walls are planned near the Waterstone subdivision and the San Paseo Apartments. The widening also brings more drainage inlets on the main lanes and dredged ditches for extra capacity, and I don’t care who you are, in Katy any sentence that includes the words “drainage improvements” is a good sentence.

7. What it means for your home’s value, which is the part I actually get paid to know

Short term, let’s be honest. Buyers will ask about the construction, showings near the corridor will need a little more strategy, and every single one of us will complain about the traffic at least once a week. That’s fine. That’s Katy bonding.

Long term, completed infrastructure is one of the most reliable friends a neighborhood can have. Better mobility, easier access, and new frontage road frontage that tends to bring retail and services with it. Corridors like this one usually come out the other side of construction stronger, not weaker.

So no, 99 is not falling apart. It is growing up. It will be loud and orange and mildly annoying for a while, and then Katy gets a bigger, safer, better drained parkway with a free route for the toll averse. Will Grand Parkway tolls go up to pay for the widening?

No. TxDOT has said the $157 million project is funded through toll revenue that has already been collected and allocated, so your tolls stay put.

Will there be a way to drive that stretch of 99 without paying tolls?

Yes. Once the new frontage roads are complete, expected by the end of 2028, you will be able to travel the feeder from the Westpark Tollway to north of I-10 without getting on the toll road.

Which Katy neighborhoods are getting sound walls along the Grand Parkway?
